Abstract
RESUMEN: Este informe da cuenta en un primer momento de los alcances del proyecto piloto realizado en el convenio Universidad Nacional – Corantioquia, con el tema de la gestión del riesgo de desastre en 20 municipios de Antioquia enfocado desde dos perspectivas; la primera de ellas enfocada al objetivo de implementar sistemas de alertas tempranas y la segunda perspectiva responde al fortalecimiento y acompañamiento de la formulación de los planes municipales de gestión del riesgo, por medio de los consejos municipales de gestión del riesgo de desastre. En segundo momento se acerca a la reflexión sociológica del riesgo desde algunos autores como Ulrich Beck y Niklas Luhmann.
