Dünya tarixində mühüm rol oynamış dövlətlərdən biri olan Səfəvilərin beynəlxalq arenada güc sahibi olmasını şərtləndirən əsas faktorlarından biri, heç şübhəsiz ki, onun daxili vəziyyətinin sabitliyi və tərəqqisi istiqamətində aparılan tədbirlər olmuşdur. Böyük Britaniya əsilli, Toronto Universitetinin əməkdar professoru Rocer Seyvori də bir çox səfəvişünas alim kimi bəhs edilən dövrün dəyişiklikləri fonunda tədricən geniş vüsət almış yeni iqtisadi münasibətlərə tədqiqatında xüsusi diqqət ayırmışdır.
