Abstract
À la suite de l’entrée en vigueur des nouvelles orientations gouvernementales en aménagement du territoire (OGAT)le 1er décembre 2024, les MRC du Québec sont désormais tenues de mettre en place un système de monitorage pour assurer le suivi de leur schéma d’aménagement et de développement (SAD). Bien que les systèmes de monitorage territoriaux existent dans différentes juridictions ailleurs au Canada et à travers le monde, leur mise en oeuvre systématique à l’échelle des MRC constitue une première au Québec. Jusqu’à présent, seules les communautés métropolitaines avaient la responsabilité de monitorer l’atteinte des objectifs de leur plan métropolitain d’aménagement et de développement (PMAD). Le présent document propose, exemples à l’appui, un approfondissement des réflexions et considérations utiles à la mise en place d’un système de monitorage territorial.
