Projecte de recerca elaborat a partir d’una estada a l’Université d’Ottawa, Canadà, entre abril i juliol 2007. El treball de recerca constitueix un estudi del dret comparat. L’objectiu principal és explorar les possibilitats i fer propostes per tal que l’Estat reconegui amb més amplitud i assumeixi en les seves institucions centrals la protecció de la diversitat lingüística que reconeix la Constitució Espanyola de 1978. Amb aquesta finalitat, s’estudia el cas del Canadà, com a país que reconeix en el pla constitucional i legal dues llengües oficials de l’Estat, amb una igualtat d’estatus. L’anàlisi es focalitza en la regulació i ús del francès i l’anglès, com a llengües oficials, en els símbols de l’Estat, les institucions federals i els sectors subjectes a la competència de la Federació. La metodologia es fonamenta en l’estudi de la normativa constitucional i legal, les sentències dels tribunals i l’observació directa de la pràctica de les institucions. Els resultats permeten observar les tècniques jurídiques i els mecanismes institucionals utilitzats per a aplicar el plurilingüisme en les institucions centrals de l’Estat.
