Abstract
In 1982, the Act respecting access to documents held by public bodies and the protection of personal information was implemented. Since then, Quebec’s technological and sociological contexts have evolved substantially. Internet now offers many opportunities, once unimaginable, which indirectly influence the quality of services offered to the public by government agencies. This essay focuses on one of these opportunities: the impact on the quality and safety of care of implementing a transparent management approach by using open data. It analyzes the current regulatory framework in Quebec surrounding open data. Moreover, it describes how this regulatory framework could contribute to open data’s application and implementation in the health care field. The focus aims specifically at the regulatory framework related to health care facilities.
