Abstract
Las ciudades de América latina han sufrido grandes cambios demográficos, \neconómicos, sociales, políticos, culturales y morfológicos, estos, en algunos \ncasos son resultado de los lazos capitalistas dominantes y se han acentuado en \nlas últimas tres décadas con el cambio al patrón neoliberal, que se caracteriza \npor una menor presencia del Estado, que actúa como un ente desregulador, \nflexibiliza los mecanismos, generoso con la inversión privada, donde prevalece \nel bien privado sobre lo público, y se promueven medidas que respaldan ese \nactuar; lo que ha tenido significativas implicancias en la estructura y gestión del \nespacio, entre ellas la aparición o intensificación de formas urbanas. En ese \nsentido, esta investigación plantea profundizar en la tesis de Capel (1983), con \nel objetivo de establecer relaciones entre el proceso de urbanización \ncontemporánea y el decisivo papel que desempeña el Estado como ente \nregulador y planificador, a través del estudio del marco normativo en dos áreas \nde litoral de América Latina, Asia (Perú) y Camaçari (Brasil).
