Surface water is an important source of water for municipal, domestic, agricultural and industrial use. Two primary aspects that must be considered when managing the quantity of surface water include allocation mechanisms, and drought contingency planning. Failure of management systems to integrate these key components may result in interorganizational issues, resulting in an inability of the management system to guarantee adequate protection of the available water supply. This thesis investigates interorganizational issues existent in Ontario water quantity management. Key management arrangements examined are the Permit to Take Water Program, the primary water allocation mechanism in Ontario, and the Ontario Low Water Response, a drought contingency document introduced in 2000. Based on integrated water management, the nature and extent of interorganizational issues is examined, with an in-depth case study of the Grand River watershed. Significant interorganizational problems include gaps in communication, ineffective processes, response based priorities, and the inability to monitor and enforce water takings.
