Cette thèse en science politique (administration publique) a pour but de comprendre les interactions entre fonctionnaires fédéraux et provinciaux en situation de chevauchements dans un secteur (la formation de la main-d’œuvre) qui a été chaudement disputé par les gouvernements fédéral et provinciaux, particulièrement au Québec. Nous examinons la littérature existante sur la question des chevauchements en système fédéral. En fait, cette question s'inscrit dans un débat plus large sur le fonctionnement du fédéralisme et le partage des pouvoirs dans les fédérations. La plupart des études recensées ne s'attardent pas au rôle joué par les fonctionnaires des deux paliers de gouvernement. Les études qui traitent de chevauchements considèrent que ceux-ci sont inefficaces et coûteux et donnent lieu à de la mauvaise gestion. Par contraste, les études qui s'intéressent aux fonctionnaires et à leurs interactions font un constat plus nuancé sur la double gestion. En nous inspirant de nos prédécesseurs, Dupré, Savoie et Haddow, nous avons choisi d'interviewer des fonctionnaires fédéraux et provinciaux impliqués dans des programmes de formation de la main-d’œuvre, au Québec et en Ontario. Nous avons combiné rapproche de l'analyse stratégique et la théorie néoinstitutionnelle comme cadre théorique afin de cerner les perceptions, les attitudes et aussi les objectifs et les valeurs des fonctionnaires que nous avons interviewés. Notre recherche nous a permis d'établir que les fonctionnaires fédéraux et provinciaux œuvrant dans la formation de la main-d’œuvre au Québec et en Ontario ont eu tendance à coopérer mais ont été fortement influencés par le contexte institutionnel. Le débat constitutionnel accompagné de la remise en question des initiatives fédérales dans la formation de la main-d’œuvre, ainsi que la lutte contre le déficit priorisé par la classe politique ont contribué à modifier les structures d'intervention gouvernementale au point d'inhiber la coopération entre les fonctionnaires. Toutefois, les fonctionnaires provinciaux, tant québécois qu'ontariens ont suffisamment fait état des problèmes reliés à l'harmonisation des interventions pour que nous puissions conclure que les chevauchements compliquent la gestion. Quant au secteur de la formation de la main-d’œuvre, le concept de partenariat a été mis à l'épreuve et s'est heurté à la méfiance de certains ministres. Quant aux fonctionnaires, les ajustements nécessaires en situation de partenariat avec des organismes non-gouvernementaux se sont avérés être la difficulté majeure, plus importante que les chevauchements.
