Minneapolis Saint-Paul, … Qu'ont en commun ces villes ?Il s'agit de métropoles qui, au cours de ces dix dernières années, ont vu leur structure de gouvernement réformer : fusion de municipalités, création de niveaux de gouvernement métropolitain (comme la Communauté Métropolitaine de Montréal), mise en place d'agences spécialisées dans la fourniture de services collectifs (eau, assainissement, transports, …) à l'échelle métropolitaine, création d'agences chargées d'attirer de nouvelles entreprises et de jouer la carte de la compétition à l'échelle internationale.Très généralement, les réformes métropolitaines ont été justifiées par l'obligation de doter les métropoles de structures de gouvernement efficaces pour faire face à la globalisation des échanges économiques ; quitte à ignorer les critiques relatives aux effets de ces nouvelles institutions sur la démocratie locale.Quoi qu'il en soit, les institutions sont là et on attend d'elles qu'elles mettent en place des politiques innovantes, performantes, Certains voient même dans ces créations la « revanche » des villes sur les États.Ceci est d'autant plus vrai en Europe où la construction des États durant la période moderne s'est faite au détriment des villes qui leur préexistaient.Les nouvelles métropoles, disposant de structures de gouvernement à la mesure des enjeux auxquelles elles sont confrontées, pourraient devenir à terme des niveaux de gouvernements concurrents pour les États dépassés par la globalisation.
