Abstract
RÉSUMÉ : Au moment où s'amorce la Deuxième Guerre mondiale, les territoires de l'Est du Québec sont totalement dépourvus de présence militaire. À l'armistice, ces mêmes territoires sont alors dotés d'un dispositif de défense considérable. L'objectif de ce mémoire est d'étudier les trois principales bases militaires de l'Est du Québec - et leurs principaux détachements - en opération à cette époque. Ces trois bases étaient localisées à Mont-Joli, Longue-Pointe-de-Mingan et Gaspé. Chacune fonctionnait selon une mission principale distincte : la formation des mitrailleurs aériens occupait la base de Mont-Joli, un aéroport d'urgence pour sécuriser l'espace aérien était établi à Longue-Pointe-de-Mingan, alors que Gaspé se voyait confier la protection du territoire (notamment le golfe Saint-Laurent). Le portrait du fonctionnement de l'ensemble de ce dispositif militaire restait à faire à ce jour, d'autant que les sites de Mont-Joli et Longue-Pointe-de-Mingan pouvaient compter sur un effectif provenant de pays étrangers (Royaume-Uni et États-Unis) - ce qui soulève la question du contrôle et commandement en regard de la souveraineté canadienne. L'enquête démontre que les installations des régions de l'Est étaient plus élaborées et complexes qu'il n'y paraît et, surtout, que le Canada a su affirmer son leadership vis-à- vis ses puissants alliés. Ainsi, au-delà du résultat net de la contribution du dispositif des régions de l'Est sur le dénouement de la Seconde Guerre, l'un des bénéfices les plus probants se situe dans la victoire politique du Canada dans les relations avec ces mêmes alliés. -- Mot(s) clé(s) en français : histoire militaire, souveraineté, commandement, contrôle. -- \nABSTRACT : At the beginning of the Second World War, the territories of Eastern Quebec are totally deprived of any military presence. On May 8th, 1945, the situation has considerably changed. The aim of this research is to study the three major military bases, then in operation and located in Eastern Quebec - and their units. These bases were located at Mont-Joli, Longue-Pointe-de-Mingan and Gaspe. Each one of these military bases is invest of its own mission: Mont-Joli must train the Air Gunners, Longue-Pointe-de-Mingan host a relay airport, while Gaspe must protect the homeland (including the gulf of St-Lawrence). Until now, the portrait of these military bases was absent from the historiography. Furthermore, Mont-Joli and Longue-Pointe-de-Mingan were hosting military service personnel from alien countries (United Kingdom and United States of America). The presence of these foreigners induce interrogation about the command and control, therefore the Canadian sovereignty. The inquiry demonstrates the complexity of the military infrastructure in Eastern Quebec. Furthermore, it shows that Canada was a leader amongst its stronger allies. Regardless the contribution of the Eastern Quebec military bases on the final victory against the German armed forces, one of the most evident advantages of the Second World War for Canada is the political victory in its future relations with these same Allies. -- Mot(s) clé(s) en anglais : military history, sovereignty, command and control.
