Abstract
Through the case of the Gulf of St. Lawrence, this paper proposes to put into historical perspective the way the humans have gradually appropriated the seas. Evolution basin of Amerindian tribes, scope of English-French rivalry, international fisheries area, the Gulf of St. Lawrence has been during the last decades of the 20th century a field of experimentation of the willingness of Canada to eject the foreign fishing fleets out of its adjacent waters. This process now virtually completed, the issues specific to the Gulf itself experience a double shift. The opportunity of an economic diversification occurs with the presence of hydrocarbon deposits. Breaking with the international character of the disputes, this new fact has also challenged the institutional relations into the complex framework of the Canadian federalism, as well between the federal government and the bordering provinces as between these provinces themselves.
