Carlos Lopes, Secrétaire Exécutif de la CEA, a souligné la nécessité d’établir un lien entre l’industrialisation et le commerce pour satisfaire les besoins de l’Agenda 2063: “Durant les quinze dernières années, nous avons assisté à des niveaux de croissance relativement élevés, tirés par un super cycle des matières premières et une forte demande interne émanant d’une classe moyenne en expansion. L’Afrique dépend encore des produits primaires pour le gros de ses recettes d’exportation. Il existe aujourd’hui un large consensus selon lequel, en l’absence d’économies diversifiées, l’Afrique restera exposée à des chocs exogènes et prisonnière du paradoxe de taux de croissance élevés coexistant avec des taux importants de chômage et de pauvreté extrême ».
