Abstract
El voto programático fue una figura que se implementó a partir de la expedición de la Constitución Política de Colombia de 1991, aplicable para la elecciones territoriales de gobernadores y alcaldes, por medio de la cual la ciudadanía tiene el poder de elegir las propuestas más convenientes para su territorio, e imponerlas como mandato; sin embargo, en la práctica, los programas de gobierno se relegan a un segundo plano, por lo cual, recobra importancia el análisis sobre los mecanismos establecidos para la efectividad del voto programático y la insuficiencia de los mismos, toda vez que, a pesar de su institución y de los diferentes desarrollos normativos al respecto, no existe una adecuada aplicación
