Abstract
Tämän tutkimuksen tarkoituksena on tarkastella, miten Suomen ilmastopolitiikassa pyritään jakamaan kustannuksia eri ryhmien välillä ja mihin periaatteisiin tämä jako perustuu. Vihreä siirtymä aiheuttaa valtavia yhteiskunnallisia kustannuksia. Näiden kustannusten oikeudenmukainen jako on akateemisesti ja yhteiskunnallisesti yhä merkittävämpi keskustelunaihe. Toteutamme tutkimuksen tekemällä kirjallisuuskatsauksen aiempaan oikeus-, yhteiskunta- ja taloustieteelliseen kirjallisuuteen ilmastonmuutoksen kustannusten jakamisesta ja siihen liittyvistä arvovalinnoista. Tämän jälkeen käymme läpi Suomen ilmastopolitiikkaan vaikuttaneen lainsäädännön ja lain esityöt sen alkuvaiheesta 1980-luvun lopulta aina nykypäivään asti. Johtopäätöksenä toteamme, että Suomessa on toteutettu teollisuusmyönteistä ilmastopolitiikkaa, mutta tähän liittyviä arvovalintoja ei ole juuri perusteltu. Kustannusten jako eri ihmisryhmien välillä sisältää merkittäviä arvovalintoja, mutta tähän liittyvää poliittista ja yhteiskunnallista keskustelua ei Suomessa ole juuri käyty, ja nämä arvovalinnat eivät käy ilmi lakien esitöistä. Johtopäätöksenä toteamme, että Suomessa tulisi tehdä huomattavasti selkeämpiä arvovalintoja siitä, ketkä ilmastonmuutoksen kustannukset maksavat. Tämä edellyttää kuitenkin syvällisempää ilmastotoimien vaikutusarviointia.
