RÉSUMÉ : Depuis 2000, de nombreuses actions dans le Québec maritime ont été mises en place dans l'optique d'une meilleure adaptation aux aléas côtiers. Malgré des investissements financiers et humains majeurs, plusieurs lacunes semblent persister dans les politiques publiques relatives à la gestion de ces risques. Avec les effets attendus et observés des changements climatiques, il est pressant de soulever les barrières qui limitent le processus d'adaptation du milieu local, puis d'apporter des pistes de réflexion pour une meilleure gestion des risques côtiers. La démarche employée repose sur deux cueillettes de données in situ ainsi qu'une revue de littérature. La méthodologie principale du projet de recherche est basée sur 12 entretiens semi-directifs réalisés auprès de gestionnaires municipaux, supramunicipaux et ministériels des MRC de La Matanie et d'Avignon, ainsi que leur région administrative respective. Les gestionnaires ont été invités à émettre leur opinion sur les limites auxquelles ils se heurtent dans leur quête d'adaptation aux risques côtiers. Les entretiens se sont conclus par l'ébauche de leurs idéaux pour une gestion efficace desdits risques. S'ajoute également une partie axée sur la perception des résidents côtiers à l'égard des stratégies d'adaptation et de la gouvernance où 563 questionnaires comprenant des questions ouvertes et des questions fermées ont été effectués à travers l'Est du Québec. Les limites ciblées par les gestionnaires englobent huit thématiques principales. Les résultats obtenus révèlent une application ardue des lois et des politiques au sein des localités de l'Est du Québec. La loi sur la Qualité de l'Environnement est la plus critiquée, résultats s'expliquant par la difficulté d'application au contexte côtier et par le manque de ressources humaines et d'expertise. Les modalités du cadre normatif visant le contrôle de l'utilisation du sol sont également remises en question par bon nombre d'acteurs ministériels, notamment parce qu'il n'aurait pas été créé en réelle concertation avec les différents ministères. Les résultats démontrent également une communication défaillante entre certaines municipalités et leur MRC concernant les risques côtiers. Les résultats concernant les résidents côtiers dévoilent quant à eux une ouverture particulière pour des stratégies d'adaptation autres que des ouvrages de protection côtière (OPC). En contradiction, les résidents côtiers sont encore nombreux à vouloir protéger leurs biens matériels par lesdits ouvrages. Des pistes de réflexions relatives à une meilleure gestion préventive des risques côtiers sont proposées. Cet ouvrage fait état de la présence réelle de lacunes limitant l'adaptation aux risques côtiers des communautés côtières de l'Est du Québec. \nABSTRACT : Since 2000, many actions have been implemented in Eastern Quebec with a view of a better adaptation to coastal hazards. Despite major financial and human investments, several weaknesses seem to persist in public policies related to the management of these risks. With the expected and observed effects of climate change, it is urgent to highlight the barriers that limit the local communities' adaptation process, and then to provide avenues of reflection for a better coastal risk management. The approach is based on two in situ data collection and a literature review. The main methodology of the research project is based on 12 semi-directive interviews conducted with municipal, supra-municipal and ministerial managers of the Regional County Municipality (MRC) of La Matanie and Avignon, as well as their respective administrative regions. The managers were asked to express their opinions on the limitations they face in their quest to adapt to coastal risks. The interviews concluded with the drafting of their ideals for effective coastal risk management. There was also a section focused on coastal residents' perceptions of adaptation strategies and governance where 563 questionnaires with open and closed questions were completed across Eastern Quebec. The limits targeted by managers concern 8 main topics. The results reveal a difficult application of laws and policies in Eastern Quebec communities. The Environmental Quality Act is the most criticized, a result explained by the difficulty of applying it to the coastal context and by the lack of human resources and expertise. The modalities of the normative framework for the control of land use are also questioned by many ministerial actors, notably because it was not created in real consultation with the different ministries. The results also show a lack of communication between certain municipalities and their MRC regarding coastal risks. The results concerning coastal residents reveal a particular openness to adaptation strategies other than coastal protection works (CPOs). In contradiction, many coastal residents still want to protect their material assets with such works. Some ideas for a better preventive management of coastal risks are proposed. This work highlights the real presence of gaps limiting adaptation to coastal hazards in coastal communities in eastern Quebec.
