As políticas europeias para a inovação e investigação atribuem ao Design um papel instrumental na consecução dos objetivos de programas como Horizonte 2020 e fundos estruturais para o período 2014 a 2020 promovidos pela União Europeia. Parece-nos, assim, da maior pertinência que a produção de conhecimento atente a estas recomendações orientadoras, manifestando-se na transferência e industrialização do conhecimento gerado na academia, para os setores público, privado e civil, e assim cumprindo o desígnio de utilidade pública da Investigação em Design. Com base neste enquadramento de responsabilidade estratégica do Design e coincidência temporal com o quadro de financiamento europeu, a investigação que aqui se ensaia e que propõe constituir-se como tese no domínio do Place Branding desenha-se a partir da centralidade do território (geografia territorial e geografia humana) sobre a qual se desenvolve um modelo triangular de relações (unilaterais, bilaterais e trilaterais) entre os eixos Universidade (Conhecimento - reflexão), Poder Local (Política - decisão) e Indústria (Economia - ação). É, pois, pela mediação destes três eixos e das suas relações de dependência e independência com o território, que a Gestão do Design assume vital importância na coconstrução e gestão da Marca Territorial. Para este artigo, a opção metodológica centra-se na revisão de documentos internacionais orientadores provenientes da Comissão Europeia (Design for Growth and Prosperity e Implementing an Action Plan for Design-Driven Innovation), World Design Summit (Montréal Design Declaration), Design Council (The Design Economy) e Nações Unidas (The 2030 Agenda for Sustainable Development). Deste esforço, resulta o alinhamento da investigação em curso (desde logo presente na seleção dos eixos estratégicos) com as políticas europeias e orientações internacionais para a investigação e Design.
