Abstract
If we consider that a development plan of a city should be built on the four pillars of sustainable development: environmental, economic, social and institutional participation, the development of the civic center of the city of Trujillo through its history has not followed or respected these postulates , since in principle be built in Santa Catalina valley lands that were more suitable for agricultural development and maintaining livestock populations, thereby breaking social and economic progress makes it constitutes today in a chaotic, polluted , choking and with limited possibilities for progress and sustainable development. Against this this work was directed to propose a plan to improve urban environmental Trujillo Civic Center, based on aspects that tend to regulate their national strategic population growth, largely counteracting pollution technically managing the fleet and redistribution of major industries, companies, considering restoration programs and improving its infrastructure and sanitation considering other high-end technology to remedy all the negatives that has generated over the years. Finally programs are proposed: a) restoration, rebuilding dilapidated buildings too respecting the history and future progress of Trujillo; b) Reorganization of vehicular traffic and modernization. c) Improving the infrastructure of water supply and drainage, cleaning and improvement of parks and gardens, d) mitigation of environmental pollution is leading to health problems of the people as stress, deafness, nervous and cardiovascular disease, impaired monuments, statues, houses, churches, etc.. e) environmental education as continuous, permanent and compulsory for all residents of the city of Trujillo f) Dissemination of the principles of sustainable development as a way of life, to ensure the continuity of life, not only in Montreal, but all Earth.
