Son mandat consistait à analyser dans un premier temps le niveau actuel de redevances liées à l'exploitation des ressources naturelles, l'usage fait par le gouvernement du Québec des montants perçus et les retombées actuelles dans les régions ressources et MRC ressources. Dans un deuxième temps, elle devait proposer un plan d'action visant à maximiser, pour les régions ressources et les MRC ressources, les retombées économiques découlant de l'exploitation des ressources naturelles sur leur territoire.
