L'Accord de libre-échange nordaméricain (ALENA) qui lie désormais les destinées des trois pays de l'Amérique du Nord est entré en vigueur le 1er janvier 1994. Dans son esprit comme dans sa forme et son contenu, cet accord prolongeait et élargissait\nl'accord bilatéral (ALE) signé entre le Canada et les États-Unis le 2 janvier 1988 et mis en oeuvre dès le 1er janvier de l'année suivante. Reprenant à son compte le projet de ses deux prédécesseurs de faire des Amériques un seul et même ensemble économique, le président Clinton réunissait à Miami, en décembre 1994, tous les chefs d'État et de gouvernement du continent, exception faite de F. Castro, pour lancer avec eux le projet des Amériques, projet dont la pièce maîtresse sera la mise en place d'une zone de libre-échange (ZLEA)d'ici 2005. De l'Initiative pour le Bassin des Caraïbes du président Reagan, au projet des Amériques, en passant par l'Initiative pour les Amériques du président Bush, la boucle est ainsi bouclée. Du moins, le sera-t-elle lorsque les négociations seront complétées et les accords ratifiés par les différents parlements.\nEntre temps, et plus que jamais, face à un\nMERCOSUR à la recherche d'un second souffle, l'ALENA apparaît comme une réussite, sinon comme la voie à suivre comme ne manqueront pas de le rappeler les États-Unis lors du prochain Sommet des Amériques qui se tiendra à Québec en avril 2001.
