Dans le contexte mondial actuel, les menaces « traditionnelles » à la sécurité des États exercent une pression de moins en moins importante et laissent place à de nouvelles possibilités. Les nouvelles menaces émergeantes sont beaucoup plus difficiles à combattre puisqu’elles proviennent de l’intérieur même des États et qu’elles ont des ramifications dans plus d’un État à la fois. Aussi, les changements apportés aux structures de gouvernance modernes ont également un impact sur la manière dont les États gèrent les questions de sécurité ainsi que sur leur manière d’interagir. Dans le cadre de ce mémoire, nous tenterons d’observer l’évolution de la coopération policière internationale de même que son application actuelle. Nous tenterons de déterminer si des structures de coopération plus formelles se développent. Dans le but de donner un aspect plus tangible à notre analyse, nous ferons une étude de cas de la réponse canadienne à la montée en importance de la criminalité transnationale avec l’exemple du groupe Mara-Salvatrucha dans le continent américain. De cette façon, nous espérons non seulement arriver à comprendre les changements qui se sont opérés dans la façon dont les États doivent s’attaquer aux nouvelles menaces émergeantes, mais surtout à comprendre comment ces changements affectent la dynamique de coopération internationale dans le domaine policier afin d’avoir un portrait plus complet pour réfléchir à de nouvelles possibilités.
