Abstract
This is a study of the Brazilian Federative model and its inherent peculiarities.It aims a questioning about the current format, especially about the uneven concentration of legislative and administrative competencies on the central power.The hypothesis' of decentralization goal is that the states government could have more autonomy to act accordingly to their local realities, due to Brazil's continental proportion and big diversity of extreme realities.The present study searches for support in foreign systems of law and government adopted by other countries, mainly on the United States of America, first nation to be a Federation and where this mode of government is known to be decentralized, and Canada, well known for attributing significant representability to the different segments of its society.
