Depuis 1991, le patrimoine culturel de Croatie et de Bosnie-Herzégovine est victime de mémoricide ou de purification culturelle. Les organismes internationaux ont établi que la destruction systématique et délibérée des bibliothèques et des archives constitue un crime contre l’humanité en vertu du droit international humanitaire et des Conventions de Genève (1949) et de La Haye (1954). Pendant que les bibliothécaires songent à la reconstruction des édifices et à la reconstitution des collections, le Tribunal international de guerre de La Haye a inculpé les leaders serbes de Bosnie de crimes contre la culture.
