Abstract
Pojam "birokracije" pokrivao je polje negativnih politiko-ideolokih stavova prema vlasti u poslije-revolucionarnoj Jugoslaviji, simetrino suprotstavljeno ne mnogo razraenom suprotnom polu i polju puke demokracije.Njegova mutnoa dozvoljavala je razliite, mada prividno uvijek anti-staljinistike interpretacije -kako u dravno-partijskom diskursu tako i u suprotstavljenom diskursu "lojalne opozicije".Ovaj prvi dio bavi se samo dravno-partijskim diskursom.Kratko se spominju vani i pionirski Kidri te Tito i ilas, a opirno razmatraju diskursi Kardelja i Bakaria.Njihov je diskurs elio razgraditi dravnu centralizaciju ali je a limine odbacivao mogunost postojanja nove vladajue klase
