Konuta Ekonomik Erişebilirliğin Analizi ve Ölçüm Yöntemlerinin Değerlendirilmesi

Abstract
Ülkemizde yıllardır konut sorununun niceliksel yönüne odaklanmış tartışmalar ve politikalar sorunun niteliksel yönünü görmezden gelmiş, üretilen konut birimlerinin ve yaşam çevrelerinin standartları, hanehalklarının sosyal ve ekonomik yapısındaki değişimlere ve çeşitliliğe cevap verilip verilmediği irdelenmemiştir. Özellikle son 15 yıllık dönemde, inşaat sektörü ekonomiyi canlandırmanın temel aracı olarak görülmüş, ülke çapında bir ‘konut üretim ve kentsel dönüşüm seferberliği’ başlatılmıştır. Bu dönemde hükümetlerin benimsediği konut politikaları, ülke genelinde bir konut üretim fazlasının oluşmasına yol açmıştır. Gerekçesi ülkedeki konut üretim açığını kapatmak ve dar gelirlilerin konut sorununu çözmek olarak öne sürülen yeni konut üretim politikalarının gerçekte sadece belirli gelir gruplarının ihtiyaçlarına cevap verebildiği, gelir dağılımında alt sıralarda yer alan hanehalklarının konut sorunlarını çözemediği görülmektedir. Üst ve orta-üst gelir gruplarını hedef alan yeni konut üretimine ek olarak mevcut ve yeni üretilen konutların fiyatlarının artmaya devam etmesi, düşük gelirli hanehalklarının konuta ekonomik erişebilirliğini azaltmıştır. Bu çalışma, 2000 yılı sonrası dönemde konuta ekonomik erişebilirliğin Türkiye’de ülke ve kent ölçeğinde zamansal ve mekânsal olarak nasıl değiştiğinin, konut üretim düzeyindeki değişimlere nasıl tepki verdiğinin ve farklı erişebilirlik ölçüm yöntemlerinin erişebilirlik analizlerine katkısının incelenmesini amaçlamaklamaktadır.
