Minoritization and vulnerability: New foundations for a non-ideal theory of multiculturalism

Prominent liberal multiculturalists, Will Kymlicka and Alan Patten, argue that multicultural policies (MCPs) instantiate the principles of an ideal multicultural society and concentrate on a narrow range of cultural minorities.On my view, MCPs should rather be conceived as responses to non-ideal circumstances of group and group-based vulnerability.I also defend a broader account of multiculturalism that covers all minoritized groups.My negative thesis is that seeking to determine the rights that cultural minorities would have in a just world creates distortions between the theory and the practice of multiculturalism.Mainstream multiculturalists argue that cultural minorities should be protected because they would be vulnerable, even in ideal circumstances.However, most of the groups that actually claim MCPs would not exist in these circumstances.Moreover, when we look at multiculturalism in non-ideal theory, we realize that culture is not necessary and sufficient to be part of the subject of multiculturalism.Rather, multicultural politics are concerned with groups that acquired a lower status in non-ideal circumstances.These groups were minoritized.After showing that multiculturalists fail to show that cultures constitute a unique case for theories of justice, I argue that we should be concerned with all minoritized groups.My positive thesis is that members of minoritized groups are entitled to groupdifferentiated treatment because of their vulnerability.To support that claim, I articulate a new analysis of vulnerability as an extrinsic disposition: vulnerability arises only when a group or individual faces circumstances that dispose it to be damaged.For example, racialized individuals are vulnerable, not because they have special essential or intrinsic properties, but because they face adverse circumstances like systemic injustice that increase their likelihood of suffering group-based injustices.Similarly, the minoritization of an ethnic group gives rise to an extrinsic vulnerability.My claim is that it is group and group-based vulnerability, not the value of culture or its relationship with the principles of liberal justice, that generate obligations to extend groupdifferentiated treatment to individuals.In sum, our obligations to respond to situations of vulnerability provide the normative foundations for a non-ideal theory of multiculturalism.Résumé Des figures importantes du multiculturalisme libéral, Will Kymlicka et Alan Patten, soutiennent que les politiques multiculturelles (PMCs) correspondent aux principes d'une société multiculturelle idéale et se concentrent sur une gamme étroite de minorités culturelles.Selon moi, les PMCs devraient plutôt être conçues comme la réponse à des circonstances non-idéales.Je défends aussi une conception plus étendue du multiculturalisme, qui s'intéresse à tous les groupes minoritisés.Ma thèse critique les approches qui cherchent à déterminer les droits que les minorités culturelles auraient dans un monde juste.Cette méthode crée des distorsions entre la théorie et la pratique du multiculturalisme.Les multiculturalistes libéraux pensent que les minorités culturelles devraient être protégées, car elles sont vulnérables, même en circonstances idéales.Or, la plupart des groupes qui demandent des PMCs n'existeraient pas dans ces circonstances.De plus, quand on observe le multiculturalisme en théorie non-idéale, on constate qu'être une culture n'est pas une condition nécessaire et suffisante pour faire partie du sujet du multiculturalisme.Le multiculturalisme se concentre plutôt sur des groupes qui ont été minoritisés dans des circonstances non-idéales.Après avoir montré que les multiculturalistes ne démontrent pas que les cultures constituent un cas unique pour les théories de la justice, j'argue qu'on devrait s'intéresser à tous les groupes minoritisés.Ma thèse est que les membres de groupes minoritisés ont droit à des traitements différenciés par le groupe à cause de leur vulnérabilité.Je propose une analyse originale de la vulnérabilité en tant que disposition extrinsèque : la vulnérabilité n'advient que lorsqu'un groupe ou un individu fait face à des circonstances qui le disposent à subir un dommage.Par exemple, les personnes racisées sont vulnérables, non pas à cause de leurs propriétés intrinsèques, mais bien parce qu'elles font face à des circonstances qui augmentent le risque d'injustice.La minoritisation d'un groupe ethnique génère aussi une vulnérabilité extrinsèque.Ma thèse est que c'est cette vulnérabilité, et non pas l'importance de la culture, qui génère l'obligation d'accorder des droits différenciés par le groupe.Ainsi, c'est l'obligation de répondre aux situations de vulnérabilité qui fournit les fondements normatifs d'une théorie multiculturelle non-idéale.
