Abstract
Toplumun sağlığı, bireyin sağlığı kadar önemli ve değerlidir. Bu amaçla Milli \nMücadele döneminde, sosyal devlet anlayışının gereği olarak, halkın sağlığının \nkorunması ve yükseltilmesi hedeflendi. Büyük Millet Meclisi’nin 2 Mayıs 1920’de \nçıkardığı “İcra Vekilleri’nin Sureti İntihabına Dair Kanun”la “Sıhhiye ve Muavenet-i \nİçtimaiye Vekâleti” kurularak, sağlıkla ilgili işler ilk defa bakanlık düzeyinde ele \nalındı. Böylece, sağlık hizmetlerini toplumun her kesimine eşit, ücretsiz ve nitelikli \nbir şekilde ulaştırma yolunda önemli çalışmalar yapılmaya başlandı. \nMilli Mücadele sırasında, 13 milyon olan nüfusun yarıya yakını hastaydı. \nBazı bölgelerde hastalıklı insan oranı yerel nüfusun yüzde 86’sına ulaşıyordu. \nDüşmana karşı pek çok cephede savaşım verilirken, öksüz kalan çocuklar ve \nmuhacirlerde belli başlı sorunlar arasında gelmekteydi Bu sorunların farkında olan, \nBüyük Millet Meclisi, Mustafa Kemal’in önderliğinde genel sağlığı korumak, \ngeliştirmek ve sosyal hizmetlerle ilgili meseleleri çözmeye yönelik, pek çok tüzük, \nyönetmelik ve kanun çıkardı. Benzersiz bir reform niteliği taşıyan bu yasal \ndüzenlemelerle, aynı zamanda Cumhuriyet dönemi sağlık sisteminin temeli \noluşturuldu
