Nous sommes à l’âge de la négociation, estimait il y a une vingtaine d’années un politiste américain, William Zartman. En France, y serions-nous parvenus ? Oui, si l’on observe l’actuel mouvement de décentralisation et d’impulsion de la négociation collective d’entreprise. Non, ou pas encore, tant la négociation, comme mécanisme de prise de décision collective, semble peu pratiquée ou appréciée comme telle. Pour quelles raisons ? Associant réflexions de praticiens et analyses d’universitaires (juristes, sociologues, politistes, économistes) français et québécois, et à partir d’exemples concrets (RATP, EDF, etc.), ou d’expériences vécues de négociations professionnelles, cet ouvrage a pour ambition d’inscrire la négociation sociale à l’agenda scientifique et socio-politique français. Parmi les questions traitées : qu’est-ce que la « négociation stratégique » ou « interest-based » ? Peut-on négocier de bonne foi ? Quelle place accorder à la négociation dans la régulation des services et des entreprises publiques ? Ou dans la construction européenne ? La négociation se prête-t-elle à la modélisation ? Quels acteurs sociaux pour quelle régulation sociale ?
