Le corps du génie militaire espagnol apparaît comme un élément moteur et comme un modèle de la politique militaire réformiste de la dynastie des Bourbons : moteur du redressement militaire et économique du pays, et modèle d’une armée nouvelle par son recrutement fondé sur la compétence scientifique et technique. La polyvalence de ce corps en fait un instrument indispensable à la politique de défense de l’État, mais aussi à la centralisation monarchique et au despotisme éclairé. Malgré une certaine constance du recrutement d’étrangers, les critères d’hispanité, de noblesse et de formation choisis par le pouvoir affirment la volonté de constituer un corps national d’élite scientifique militaire. Les multiples interventions demandées aux ingénieurs en font des propagateurs d’une architecture militaire et civile néo-classique, des diffuseurs du savoir scientifique et des créateurs de la notion de territoire national.
