Abstract
Pembangunan dalam arti luas meliputi seluruh aspek kehidupan, seperti yang tercantwn dalam Garis-Garis Besar Haluan Negara, bahwa tujuan pembangunan nasional adalah pembangunan manusia Indonesia seutuhnya dan pembangunan masyarakat Indonesia unruk mencapai masyarakat yang adil dan makmur berdasarkan Pancasila dan Undang-Undang Dasar 1945. Dalam melaksanaan pembangunan nasional berorientasi banyak sekali instansi-instansi yang saling terkait dan bersama-sama berperan dalrun melaksanakan pembangunan tersebut, baik instansi pemerintah maupun instansi swasta untuk melaksanakan perannya daiam pembangunan, masing-masing instansi tersebut memperkerjakan pegawai-pegawai baik yang sudah merupakan pegawai tetap maupun pekerja honorer, hal ini dimaksudkan agar kegiatan operasional instansi-instansi tersebut dapat terus berlangsung. Peran pegawai tetap maupun pekerja honorer dalam suatu instansi tidak dapat saJing dipisahkan~ hal ini karena tugas terbesar dari pekerja honorer adalah sebagai pelaksana harian sehingga dapat dikatakan bahwa tugas pekerja honorer tersebut adalah untuk menunjang aktifitas pegawai tetap pada khususnya atau aktifitas instansi pada wnwnnya
