Abstract

fetched live from OpenAlex

Under the Federal Gas Tax Agreement, Canadian municipalities are required to complete an Integrated Community Sustainability Plan (ICSP) by March, 2010.
\nIntegration and sustainability are two key concepts that have become the foundation of recent models for community planning. The purpose of such planning is to provide a broad, long‐term plan for a community that will help it maximize economic and social benefits, without depleting the environmental resources upon which community members depend.
\nLike many coastal communities in Newfoundland and Labrador, St. Paul’s is currently facing many challenges to future sustainability. The town also has
\nopportunities to develop linkages between its many assets in order to build a stronger community. This document discusses some of these challenges and opportunities in the context of integrated community sustainability planning. The document also includes strategies and resources that St. Paul’s, and other, similar coastal communities can use to develop linkages between community assets.

Fetched live from OpenAlex and de-inverted. Abstracts are not stored in this database: the inverted indexes are 8.6 GB of the frame’s 9.3 GB of text, and the host has 13 GB free.

Not calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
