Abstract
Havacılık güvenliğine ilişkin en sık karşılaşılan durumlardan biri kural tanımaz yolcu vakalarıdır. Uçak içinde gerçekleşen eylemlerin cezalandırılması ve kaptana ve mürettebata müdahale yetkisi veren 1963 tarihli Uçaklarda İşlenen Suçlara veDiğer Bazı Eylemlere İlişkin Konvansiyon’un (Tokyo Konvansiyonu) yeterli cevabı vermemesi karşısında 2014 yılındaKonvansiyona ek bir Protokol kabul edilmiştir. Henüz yürürlüğe girmemiş olsa da ülkemizin de onaylayan devletlerden biriolduğu 2014 tarihli Uçaklarda İşlenen Suçlara ve Diğer Bazı Eylemlere İlişkin Konvansiyonun Tadil Edilmesine İlişkinProtokol (Montreal Protokolü), Tokyo Konvansiyonu’nda temel değişiklikler öngörmektedir.
