Abstract
Bu çalışmanın temel konusunu Türk ve Kırgızistan ilköğretim eğitim sistemlerinin değişik açılardan karşılaştırılması oluşturmaktadır.\nDünya hızlı değişim sürecini yaşamaktadır. Bu değişim süreci özellikle Kırgızistan'da önemli sorunları beraberinde getirmiştir. Ülkede 1991-1996 yılları arasında okul ve bireyin eğitimini belirleme konusunda bir çok değişimler olmuştur. Ülkedeki her topluluk, bu dönemin az ya da çok etkisinde kalmaktadır. Kırgızistan da kendi ulusal kimliğini oluşturmayı, ilkokuldan başlayarak öğretmeyi amaçlamaktadır. Bireylerin gelişmesinde en önemli aşama ilköğretim aşamasıdır. Bu yüzden, kesintisiz eğitimin ilk basamağı olan ilköğretimin tasarlanması, eğitimin sonraki aşamalarında da bireyin başarılı olmasına temel olacaktır. \nİlk bölümde; karşılaştırmalı eğitimin ne olduğu, neden karşılaştırmalı eğitim incelemesinin yapılmasına gereksinim duyulduğu ve ilköğretim konusunun niçin ele alındığı sorularına cevap aranmasının yanı sıra, eğitim ve öğretim, program, öğrenme, plân, ders kitabı, eğitim yönetimi gibi kavramların tanımları yapılmıştır. \n\tİkinci bölümde Türkiye Cumhuriyeti ilköğretim sistemi ele alınmış, ilköğretim tarihi, okul çeşitleri bakımından incelenmiş, ilköğretim programı ve ders kitapları, (Türkçe, Matematik, Hayat Bilgisi, Fen Bilgisi ve Sosyal Bilgiler) ilköğretimin amacı ve ilkeleri incelenerek, günümüzde karşılaşılan sorunlar analiz edilmiştir. Ayrıca öğretmen yetiştirmenin tarihi ve bugünkü gelişmeler, hizmetiçi eğitim, eğitim yönetimi, yönetici eğitimi ele alınmış, eğitimin yapılmasında önemli yeri olan okulların fizikî durumu hakkında da bazı görüşler bildirilmiştir.\nTürkiye açısından bakıldığında da Osmanlı dönemi ve Cumhuriyet döneminin ilköğretim birikimini oluşturan düşünce ve uygulamaların genel bir değerlendirmesi yapılmış, ilköğretimin düşünce ve uygulama boyutunda Cumhuriyetin 77. yılında geldiği yer ve Kırgızistan ilköğretim sisteminin bugünkü sorunları üzerinde durulmuş ve gelecekle ilgili bazı önerilerde bulunulmuştur. \nÜçüncü bölümde, Kırgızistan ilköğretim sistemi ele alınmış, ilköğretimin gelişimi tarihi bakımdan incelenmiştir. İlköğretimin amacı ve ilkeleri, ülkede çoğunluk olan ve çeşitli dillerde eğitim yapan okullardan Kırgız, Rus ve Özbek okulları için müfredat programları, ders kitapları (Kırgızca, Rusça, Özbekçe, Adabiy Okuu, Matematik, Meken Taanuu, Rodinovedenie) ele alınmıştır. Bunların yanında öğretmen yetiştirme, hizmetiçi eğitim, eğitim yönetimi ve okulların fizikî durumu hakkında inceleme yapılmıştır.\nAraştırmada yalnızca Kırgızistan eğitim sisteminin ilk dört yılı ve Türk eğitim sisteminin ilk beş yılı incelenmiştir. Öte yandan karşılaştırılan dersler, Türkçe (Kırgızca, Özbekçe, Rusça), Matematik, Hayat Bilgisi, Fen Bilgisi ve Sosyal Bilgiler dersleri ile sınırlı tutulmuştur. Öğretmen yetiştirme başlığı altında ise, yalnızca sınıf öğretmeninin yetiştirilmesi incelenmiştir.\nAraştırmada iki ülke eğitim sistemi, karşılaştırmalı eğitim araştırmasında en çok kullanılan metot olan "yatay" ve "dikey yönden karşılaştırma" yöntemi ile incelenmiştir. \nDördüncü bölümde iki ülke ilköğretim sistemlerinin eğitim yasaları, amaçları, ilkeleri, benzerlikler ve farklılıkları, dersler açısından karşılaştırmalı olarak incelenmiştir; Karşılaştırmada iki ülke sistemlerinin birbirinden yararlanabilme olanakları araştırılmıştır. Ayrıca bu bölümde yorumlar ve önerilere yer verilmiştir. Kırgızistan'da eğitim ve öğretimin kalitesinin yükseltilmesinde bilim ve teknolojinin gelişimi ve eğitime siyasî ve ideolojik görüşlerin yansımasını göz önünde tutmak gerekmektedir. \nHer iki ülkeye de birbirinin öğretmen yetiştirme ve hizmetiçi eğitim uygulamaları deneyimlerinden yararlanabileceği ayrıntılı olarak önerilebilir. Öğretmen yetiştirme konusunda öğretmen adaylarının aldığı dersler açısından farklılık saptanmıştır. Kırgızistan'da öğretmenlerin daha kaliteli yetiştirilmeleri için lisans programında bazı derslerin konulması önerilmiştir. Her iki ülke sınıf öğretmeni ve eğitim yöneticilerinin birbirinin tecrübelerinden yararlanabilmeleri için iki taraflı kısa süreli HİE kursları ve seminerler düzenlenebileceği ve bu uygulamaların iyi sonuçlar verebileceği, her iki ülke eğitim sistemlerinin birbirlerini daha yakından tanımalarına yardımcı olabileceği umularak bazı önerilerde bulunulmuştur.\nKırgızistan ilköğretim okullarında okutulan entegre ders olan "Meken Taanuu" dersinin daha verimli olması açısından Türk ilköğretiminde okutulan Sosyal Bilgiler ve Fen Bilgisi derslerini örnek olarak en azından "Meken Taanuu" dersinin iki derse ayrılması önerilmiştir. \nHer iki ülkede de şehre olan yoğun göç dolayısıyla sınıfların kalabalıklaşmasının derslerin verimliliğini olumsuz yönde etkilediği saptanmıştır. Bu nedenle sınıf mevcudunun 25-27 öğrenciye indirilmesi önerilmiştir.\n \nSUMMARY \n\nThe basic theme of this thesis is a comparison of Turkish and Kyrgyz primary school systems from various aspects.\nThe world is going through a process of rapid change. This change process have brought important problems especially in Kyrgyzstan. During the years 1991-1996 there has been many changes in the country in regard to decisions concerning schools and education of the individual. Every society in the country is more or less effected by these changes. Kyrgyzstan aims to develop its national identity by educating its students starting from the primary school. Primary school is an important stage for the development of the individual. Well designed programs at this first level of a continued education will be basis for the success of individual at consequent educational levels.\nAt the first chapter of this thesis, besides defining concepts such as education, teaching, program, learning, plânning, school book and educational administration, it has also been attempted to answer questions like what comparative education is, and why it is important to have a comparative study of educational systems. \n\nIn the second chapter, the primary education system of the Turkish Republic has been a focus and its history and different types of its schools has been studied. The educational program at the primary school level with its aims and principles as well as school books ( Turkish, Mathematics, Life Skills, (Life Knowledge) Natural and Social Sciences) has been analysed by taking into consideration of various problems involved. Topics such as the history of teacher education and recent developments, inservice training for teachers, educational administration, training of school administrators and physical capacities of the schools has also been investigated and various suggestions are offered on related issues.\nA general evaluation has been attempted to obtain on the cumulative effects of principals and applications of the primary schooling during Ottoman and Republic eras in Turkey . The level of the ideas and applications of Turkish primary education at the 77th anniversary of Turkish Republic and current educational problems in Kyrgyz primary education system are discussed and predictions and suggestions has been made for future developments.\nIn the third chapter, primary education system in Kyrgyzstan has been a focus of investigation especially in respect to its history and development. The aims and principles of Krygyz primary education, curriculum programs of schools in Kyrgyz, Russian and Özbek languages, school books (Kyrgyz, Russian, Uzbek, Adabiy Okuu, Mathematics, Meken Taanuu) has been reviewed. Teacher training, in service education, educational administration and physical conditions of schools in Kyrgyzstan has also been investigated.\nThe first fours years of primary school system in Kyrgyzstan and the first five years of primary school system in Turkey has been the focus of this study. The courses compared between these two system have been restricted to Turkish (Kyrgyz, Uzbek, Russian), Mathematics, Life Skills, Natural and Social Sciences. Under the heading of Teacher Training only the training of "class teachers" has been taken into consideration.\n \tWithin this study the comparison of two educational systems have been made by using "horizontal" and "vertical" comparison methods which are most preferred methods of comparative education studies.\n\nIn the fourth chapter, the similarities and differences of primary educational systems in the two countries have been investigated in terms of laws, aims and principals in regard to various courses. Possibilities of cooperative efforts between two systems have been discussed. Various interpretations and suggestions have been presented in this part of the thesis. In order for Kyrgyzstan to improve the quality of its educational system development of educational science and technology and reflection of political and ideological ideas has to be taken into consideration. It can be suggested to both countries to share their expertise and experiences on teacher training and in service education. It was found that there is a differenec between the two countries in this respect. \n\nIt has also been suggested that short term in service training courses and seminars shared by class teachers and school administrators of both countries might be very beneficial to all parties involved while enabling both countries to get to know each other's educational systems more closely.\n\nIt has also been suggested that if the integrated course named "Meken Taanuu" in Kyrgyz primary schools is rearranged by separating "Meken Taanuu" into two separate courses in a style of Natural Sciences and Social Sciences courses in Turkish primary schools, its efficiency and effectiveness might be increased.\n\nIt was found that in both countries rapid urbanisation via migrations and other causes leads to increased number of students per classroom in cities which in turn might effect the quality of education adversely. So it is suggested to keep classroom sizes to 20-25 students.
