La ruta de atención a víctimas es el instrumento que ha implementado el gobierno nacional a través del Programa Presidencial de Acción Integral contra las Minas Antipersonal PAICMA, para la protección de derechos y prestación de asistencia médica a las personas afectadas por un accidente con minas o municiones sin explotar, este documento contiene un análisis que incluye el desarrollo de la normatividad adoptada en Colombia después de la realización de la convención de Ottawa en el año de 1997 así como la identificación de las deficiencias encontradas en la aplicación de la ruta a las víctimas del departamento del Caquetá ,igualmente presenta una estudio sobre los recursos asignados al programa mencionado anteriormente. Por último expone unas recomendaciones que puestas en marchan ayudaran al restablecimiento de los derechos y dignificación de la víctima
