Een sterke raad is bescheiden en brutaal en weet beide eigenschappen in te zetten wanneer dat nodig is. Bescheidenheid is ruimte geven aan initiatieven van anderen. Brutaliteit is zelf initiatief nemen en taken zelfbewust door anderen laten doen. In dit hoofdstuk wordt uitgelegd waarom die eigenschappen voor een gemeenteraad belangrijk zijn, met name in de verhoudingen met samenleving en college. Er worden daarnaast handreikingen gegeven om deze eigenschappen daadwerkelijk in te zetten. Dit hoofdstuk start echter met een uiteenzetting waarom de relaties van de raad met de samenleving en het college onder druk staan en hoe deze gebaat zijn met een gemeenteraad die goed kan spelen met de balans tussen bescheidenheid en brutaliteit.
