Abstract
Cette étude de cas est consacrée à l'ONG Carrefour Tiers-Monde (CTM), créée en 1969 à Québec. Tout d'abord, une analyse des conditions d'émergence et des 35 années d'histoire de CTM permet de comprendre les dynamiques d'évolution de l'ONG : d'un groupe lié à l'Église, il s'engage dans un travail de dénonciation de l'ordre international et, sur le plan financier, CTM passe d'une situation de forte dépendance à l'égard du financement publique à une progressive autonomisation financière. Ensuite, l'équipe de CTM se structure autour de sa mission d'éducation du public québécois à la solidarité et la coopération internationale, en menant des activités de sensibilisation, de formation et de mobilisation. L'ONG s'investit aussi dans des activités de réseautage des OCI québécois, participant donc à la structuration d'un mouvement citoyen international. Enfin, l'ONG CTM se singularise par la mise en place de projets novateurs : une auberge d'économie sociale L'Autre Jardin (2000) et une boutique de commerce équitable Équimonde (2002). Ces projets, alliant l'économique et le social, sont porteurs d'avenir pour CTM en particulier, mais aussi pour les ONG en général.
