Abstract
Le régime foncier soulève d’importants problèmes dans nombre de régions. La concentration de la propriété entre les mains de quelques personnes résultant en des baux de fermage a une incidence défavorable en ce qui concerne les améliorations de l’exploitation et d’adaptation des techniques améliorées. La propriété foncière communale est valable pour l’agriculture de subsistance mais non pour, une agriculture commerciale. La mise en parcelles des terres, dans certaines régions, constitue un élément d’inefficacité et rend difficile l’introduction de machines.
