Abstract
Environmental funds are organizations that act as financial mechanisms and facilitate the \npolices implementation and biodiversity conservation actions. This research was designed a \nproposal for an environmental fundimplementation to help in the water storage and water \nprotection and water recharge areas at Cotopaxi province, policies and regulations were \ndetermined to be applied for the trust creation, the members who \nwould make it up, the main objectives to be met and the economic values that each user or \nindustry must contribute to the creation and fund development on a voluntary basis and by \nlaw. The current scenario was observed on the moors (highlands) is the biggest agricultural \nadvance and livestock frontier by the flora diminution due to trees falling down and pajonales \nburning, as do different human settlements. To form the fund, the irrigation and drinking \nwater boards users decided to provide a quarter of dollar, monthly.
