Ce mémoire propose une conceptualisation de mesures de transition envisageables lors de réformes de politiques publiques, ainsi qu'une analyse de leur transposition à des expériences observées en agriculture. L'objectif est de tirer des enseignements sur la nature et le contexte d'utilisation de ces mesure, en référence au secteur laitier canadien. L'analyse repose sur six études de cas. Chacune est dédiée à une expérience de réforme mise en oeuvre dans un secteur où l'intervention était comparable à l'un des aspects de la politique laitière canadienne. Sont proposées une contextualisation des cas à l'étude et une catégorisation conceptuelle de celles-ci. Un des constats de l'analyse est à l'effet que les producteurs évoluant sous des secteurs contingentés sont rarement indemnisés pour la dévaluation de leurs quotas. Le soutien cible plutôt leurs pertes de revenus. En plus de son apport conceptuel généralisable, cette démarche contribue aux réflexions sur l'avenir de la politique laitière canadienne.
