در دهه‌های اخیر ریسک سیلاب‌ها هم در سطح ملی و هم در سطح بین‌المللی روند افزایشی داشته است و پیش‌بینی می‌شود با افزایش تواتر وقوع سیلاب‌ها در اثر تغییر اقلیم، این روند افزایشی در دهه‌های آینده ادامه یابد. تجارب تندسیلاب‌های مرگبار کشور که در مرداد ماه 1401 در استهبان و امام‌زاده داوود، در فروردین 1398 در دروازه قرآن شیراز و در مرداد ماه 1366 در گلاب‌دره–دربند واقع شدند، می‌تواند شرایط لازم برای جلب افکار عمومی و مسئولان را به بحث راهبردی ایمنی عمومی فراهم کند. درست بعد از سیلاب‌های مرداد ماه ایران، بارش‌های مهیبی با شدت حداکثر 140 میلی‌متر بر ساعت در سئول پایتخت کره جنوبی روی داد و با وجود جمعیت 10 میلیون نفر و آبگرفتگی مناطق حساس از جمله ایستگاه‌های مترو، تعداد تلفات جانی کمتر از 10 درصد تلفات تندسیلاب‌های مرداد 1401 ایران بود. در ژاپن هم با شرایط هواشناسی، زمین‌شناسی، توپوگرافی بسیار نامساعدتر از ایران و با تراکم جمعیتی بسیار زیاد در سیلاب‌دشتها، متوسط تلفات سالیانه سیلاب و زمین‌لغزش (حدود 78 نفر) از تعداد تلفات سیلاب‌های مرداد ایران کمتر است. با توجه به موارد فوق و آمار تلفات زلزله‌ها و سیلاب‌های بزرگ 70 سال اخیر، کاملاً مشخص است که کارهای بسیار زیادی در رابطه با کاهش کاستی‌های راهبردهای ایمنی عمومی از جمله مدیریت سیلاب در کشور باید انجام گردد. تجربه تخریب مجموعه متروپل آبادان در سال 1401 به وضوح حساسیت افکار عمومی به کم‌توجهی در رابطه با ایمنی عمومی را مشخص ساخت.
