Financiamiento y desarrollo en UNASUR

Abstract
En este capítulo se analiza si la propuesta de financiamiento de la Comunidad Sudamericana de Naciones, retomada luego con la formación de UNASUR, es una alternativa distinta a la del sistema financiero vigente o es sólo una reproducción con algunas variantes. Se propone mostrar que la generación de desarrollo sostenible y con inclusión social será posible si en UNASUR se elige la primer alternativa y si el Banco del Sur establece entre sus prioridades el financiamiento a las cooperativas. A los fines de profundizar en el estudio de la problemática del financiamiento sudamericano, se elige analizar las cooperativas del sector de servicios públicos de agua potable y saneamiento en Argentina y en Bolivia.
