El desarrollo de planes y programas establecidos por las administraciones publicas de turismo, enfocados al desarrollo de destinos, presenta una orientación hacia paradigmas positivistas, cada vez más alejados de la intrínseca y necesaria visión de alteridad que implica la hospitalidad. En respuesta, han considerado la aplicación de instrumentos denominados como transversales, es decir, que implican la participación de actores de los distintos órdenes de gobierno, bajo la limitante de que sus atribuciones responden únicamente a los diferentes reglamentos que los rigen. En este sentido, el presente artículo presenta una serie de reflexiones y análisis al respecto de las implicaciones de la hospitalidad dentro del fenómeno turístico, mas allá de la visión organicista del turismo como un sistema, incluidos sus equivocismos, con miras a logar un equilibrio transversal bajo el implícito de alteridad, representando en la acogida y la experiencia del visitante en el destino.
