RÉSUMÉ : Ce travail a été réalisé afin d’évaluer les impacts économiques des fermetures dynamiques et statiques des zones de pêche sur les débarquements du golfe du Saint-Laurent, région du Québec, en se concentrant sur six espèces de grande valeur économique : le homard, le crabe des neiges, le flétan de l’Atlantique, le flétan du Groenland, le pétoncle et le hareng. L’hypothèse est que ces fermetures pour protéger les baleines noires de l’Atlantique Nord (BNAN) pourraient avoir des impacts négatifs sur le volume et la valeur des débarquements pour ces espèces dans les zones ciblées. La méthode d'analyse de différences en différences, une sous-variante du modèle de régression linéaire multiple, a été utilisée pour tester l’hypothèse. Les résultats ont montré une augmentation moyenne de 61 % du volume et de 53 % de la valeur des débarquements pour les six espèces dans les zones de pêche partiellement fermées, par rapport aux zones qui n’ont jamais été fermées. En revanche, pour les zones totalement fermées, une tendance à l’augmentation non statistiquement significative de 20 % du volume et de 16% de la valeur des débarquements a été observée pour les six espèces. En outre, parmi les espèces ciblées, le homard semble être le plus touché par les fermetures. Le crabe des neiges arrive en deuxième position. Enfin, pour les espèces soumises à des totaux admissibles de capture (TAC), une tendance à l’augmentation non significative a été observée dans les zones partiellement fermées, tandis que dans les zones totalement fermées, une tendance à la baisse non significative de -28 % et -25 % en volume et en valeur respectivement a été observée pour les quatre espèces. En conclusion, l’analyse ne révèle aucune baisse significative des débarquements ou de leur valeur dans le golfe du Saint-Laurent, région du Québec, pour les espèces étudiées. The hypothesis is that these closures to protect North Atlantic right whales (NARW) could have negative impacts on the volume and value of landings for these species in the targeted areas. The method of difference-in-difference analysis, a sub-variant of the multiple linear regression model, was used to test the hypothesis. Moreover, among the targeted species, lobster seems to be the most affected by the closures. Snow crab comes second. Finally, for species subject to total allowable catches (TACs), a non-significant upward trend was observed in partially closed areas, while in fully closed areas, a non-significant downward trend of -28% and -25% in volume and value respectively was observed for all four species. In conclusion, the analysis reveals no significant decline in landings or their value in the Gulf of St. Lawrence, Quebec region, for the species studied.
