Durch die zunehmende Mobilität der Menschen nimmt auch die sprachliche, kulturelle und religiöse Vielfalt der Gesellschaft zu. Dies gilt auch für Regionen, die seit Jahrhunderten Heimat von Menschen unterschiedlicher Kulturen und Sprachen sind, wie etwa Südtirol, Katalonien, Schottland, das Baskenland oder Quebec. Hier bringt das Zusammenleben zwischen „historischen” Minderheiten und Menschen mit Migrationshintergrund oft besondere Herausforderungen mit sich, wobei viele Faktoren eine Rolle spielen können, etwa der Grad der politischen Autonomie einer Region oder die Bedeutung von Sprache und Kultur in der Definition der Minderheitenidentität.1 So kann es dazu kommen, dass Migration von einigen Mitgliedern der historischen Minderheiten aus unterschiedlichsten Gründen als Gefahr wahrgenommen wird: Zum Beispiel tendieren zugewanderte Menschen häufig dazu, die Nationalsprache schneller zu erlernen als die Minderheitensprache, da die Kenntnis der Nationalsprache oft soziale und wirtschaftliche Vorteile verspricht. Minderheiten befürchten, dass dadurch ihr Anteil an der Gesamtbevölkerung abnehmen könnte und sie politisch, aber auch wirtschaftlich und gesellschaftlich, an Einfluss verlieren. Doch ist das Verhältnis zwischen alten und neuen Minderheiten nicht grundsätzlich von Spannungen und Konflikt gekennzeichnet. Viele historische Minderheiten – von Quebec bis Schottland und Katalonien – sind Migration gegenüber positiv eingestellt, fördern den Erhalt von Kultur und Sprache der neuen Bürgerinnen und Bürger und streben eine inklusive Gesellschaft an. Vielfalt, egal ob alt oder neu, wird dadurch ein wichtiger Baustein von Innovation und Entwicklung einer Gesellschaft im steten Wandel.
