Keuangan daerah memiliki hak-hak daerah yang dapat dinilai dengan uang yang tercermin dalam pendapatan daerah. Digunakan untuk membiayai berbagai pengeluaran pemerintah berhubungan dengan tanggung jawabnya sebagai pelayan publik (public service). 
\nPendapatan daerah pada dasarnya merupakan penerimaan daerah guna meningkatan aktiva dan penurunan utang dari berbagai sumber dalam periode tahun anggaran yang bersangkutan. Kekayaan daerah merupakan (income) untuk menjalankan roda perekonomian daerah. Income tersebut biasa disebut dengan Pendapatan Asli Daerah. 
\nPendapatan Asli Daerah (PAD) adalah sumber penerimaan murni dari daerah, yang merupakan modal utama bagi daerah sebagai biaya penyelenggaraan, pemeliharaan dan pengembangan dalam penyelenggaraan pemerintahan, Pendapatan daerah bersumber dari hasil pajak daerah, retribusi daerah, kakayaan daerah yang dipisahkan, dan lain-lain PAD yang sah.
