Ce rapport présente des approches et méthodes envisageables pour la construction d'un plan de développement durable (DD) à long terme en Belgique. Dans un premier temps, nous nous sommes attelés à définir et recadrer les champs de la prospective et de la planification afin de disposer des éléments théoriques permettant d’éclairer la suite de notre étude, notamment au travers de liens et articulations possibles entre ces deux approches. La présente étude ayant pour but de fournir des informations concrètes en vue d’une éventuelle mise en œuvre, les principaux enseignements récoltés et présentés dans ce rapport émanent d’une analyse et d’une interprétation des cas observés. L'analyse de ces cas, sélectionnés notamment selon un critère de diversité, est réalisée sur base d’une grille d’analyse développée pour étudier et décomposer les différents exercices de prospective et de planification. Enfin, sur base des enseignements de l'ensemble de notre étude, nous développons quelques pistes pouvant être mobilisées pour construire un exercice de prospective et/ou de planification à long terme pour un développement durable en Belgique.
