Abstract
L'arrivée du Parti québécois au pouvoir en 1976 marque une amplification de la volonté du Québec de s'ouvrir sur l'extérieur, prolongeant ainsi les tendances nationalistes des gouvernements précédents depuis la Révolution tranquille. Dans cette démarche d'affirmation nationale, le ministère des Relations internationales, qui a pour mission de favoriser le développement culturel, économique et social du Québec par l'établissement de relations à l'étranger, joue un rôle central de coordination au sein des organisations étatiques. Aussi à partir de la fin des années 1970, le MRI se présente-t-il comme le premier acteur des rapports du Québec avec le Mexique, dossier qui fait l'objet du présent mémoire. Nous effectuons cette étude aux plans politique, culturel et économique dans une perspective d'analyse du processus décisionnel au niveau gouvernemental. Le travail est essentiellement fondé sur le fonds d'archives auquel le MRI nous a permis un accès intégral.
