Le bruit routier étant associé à la gêne et à plusieurs problèmes de santé, le ministère des Transports et de la Mobilité durable a adopté la Politique sur le bruit routier en 1998 pour privilégier un environnement sonore adéquat (niveau de bruit inférieur à 55 dBALeq24 h) pour les usages sensibles aménagés à proximité du réseau routier supérieur. Cependant, certains secteurs de la Communauté métropolitaine de Montréal (CMM) demeurent exposés à des niveaux de bruit élevés et ne font pas l’objet de mesures d’atténuation sonore. L’objectif de ce projet de recherche est d’identifier les facteurs associés à la probabilité que les îlots à usage sensible dans les zones de contraintes sonores soient adéquatement protégés par des mesures d’atténuation sonore. \nNous cartographions les mesures d’atténuation et les usages sensibles le long des artères de circulation du réseau routier supérieur. Ensuite, des analyses bivariées et des modèles de régression logistique évaluent la relation entre les modalités de protection des îlots et les variables contextuelles, sociodémographiques et de forme urbaine construites à partir des données de recensement de 2016 de Statistique Canada et des données d’utilisation du sol de 2020 de la CMM. \nLes résultats démontrent que les facteurs contextuels des îlots construits en zone de contraintes sonores ont une association majeure avec leur protection. Il est plus probable que les constructions réalisées après l’adoption de la politique soient adéquatement protégées par des mesures d’atténuation sonore que celles réalisées avant. Les îlots de Laval sont relativement mieux protégés que ceux de Montréal, et la présence d’usages résidentiels d’un logement dans l’îlot est aussi associée à une meilleure protection. En outre, les personnes à faible revenu sont dans une situation désavantagée en matière d’accès à des mesures d’atténuation sonore. \nMême si la Politique a un impact positif sur l’aménagement de mesures d’atténuation sonore, leur planification devrait mieux tenir compte des îlots comprenant un cadre bâti à forte volumétrie ou une grande proportion de personnes à faible revenu. De plus, pour assurer que les projets sensibles soient adéquatement protégés, les dispositions sur le bruit et les données de circulation devraient être mises à jour régulièrement dans les schémas d’aménagement et de développement. \n \nSince traffic noise is associated with annoyance and several health problems, the Ministère des Transports et de la Mobilité durable (MTMD) adopted the Politique sur le bruit routier in 1998 to ensure that noise levels stay below 55 dBALeq (24 h) whenever activities that are sensitive to noise are implemented near major roads. However, some areas of the Montreal Metropolitan Community (MMC) remain exposed to high noise levels and do not have access to noise mitigation measures. The objective of this research project is to identify factors that are associated with the likelihood that sensitive urban blocks within a buffer zone (zone around a major road in which the noise level is above 55 dBALeq (24 h)) are adequately protected by noise mitigation measures. \nWe map mitigation measures and sensitive uses along highways and regional roads of the MMC. Next, we produce bivariate analyses and logistic regression models in order to evaluate the relationship between the modality of protection and contextual, socioeconomic, and urban form variables constructed from Statistics Canada's 2016 census data and the CMM's 2020 land use data. \nThe results show that contextual factors have a major association with the modality of protections of urban blocks located within the buffer zone. It is more likely that constructions built after 1998 are adequately protected by noise mitigation measures than those built before 1998. The analysis suggests that urban blocks in Laval are relatively better protected than those in Montreal, and the presence of residential uses of single-family housing in a block is also associated with a greater likelihood of it being protected. Furthermore, low-income people are at a disadvantage when it comes to access to noise mitigation measures. \nAlthough the Politique sur le bruit routier has a positive impact on the development of noise mitigation measures, their planning should better consider urban blocks that have bigger buildings or that have a high proportion low-income population. Furthermore, to ensure that sensitive activities are adequately protected, clauses on noise and traffic data should be regularly updated in the schéma d’aménagement et de développement.
