Abstract
Cette monographie décrit la lutte des citoyennes et des citoyens du quartier Limoilou, à Québec, contre l'incinérateur. Cette lutte a connu trois phases : de 1975 à 1986, de 1989 à 1994 et de 2001 à nos jours. La première phase coïncide avec la création du premier comité de citoyens du quartier et comporte une mobilisation populaire. La deuxième phase de la lutte concerne un très petit groupe de militants qui donnent, à la lutte, la coloration d'un conflit entre experts. La troisième phase renoue avec la mobilisation populaire dans un contexte où la gestion des déchets représente un enjeu préoccupant pour les autorités et une partie de la population. Le texte met en évidence plusieurs phénomènes favorables à la lutte comme par exemple les opportunités (l'importance du mouvement écologiste et l'action gouvernementale en faveur de l'environnement), l'identité territoriale, la présence d'un réseau local d'associations, l'implication d'alliés et la contribution de ressources spécialisées.
