Abstract
Le présent essai rend compte des activités de stage réalisées dans le cadre du programme de Maîtrise en pratiques de recherche et action publique (désormais appelé Maîtrise en mobilisation et transfert des connaissances) de l’Institut national de la recherche scientifique — Centre Urbanisation Culture Société (INRS UCS). Nous avons réalisé ce stage à la Direction de la Montérégie (DM) du ministère de la Culture et des Communications (MCC) du Québec. En tant que « future » agente d’interface, ce à quoi se destine ce programme de formation de 2e cycle universitaire, notre mandat était, d’abord, de comprendre, de documenter ce qu’il faut entendre par Culture-Santé, comme champ d’études et comme initiative ou projet. Puis, de répertorier les initiatives Culture-Santé sur le territoire de la Montérégie, notre terrain d’étude. Enfin, d’apporter une ou des réponses/explications à cette question centrale : pourquoi si peu de projets Culture-Santé semblent passer par les ententes de développement culturel (EDC) ? Notre essai revient donc sur les étapes de notre stage, tant en amont qu’en aval : la préparation du stage, l’élaboration et la réalisation du projet de recherche ainsi que du principal produit qui en a découlé, soit un rapport de recherche destiné en tout premier lieu à la DM du MCC. Comme il se doit, notre essai s’attarde aussi aux différentes activités de transfert réalisées, tant dans le milieu scientifique que dans des milieux de pratique, pour réaliser par la suite un retour réflexif sur les embûches et défis que nous avons rencontrés ainsi que sur les conditions favorables ayant favorisé notre parcours académique, dont le stage et notre rapport de recherche sont certainement les points culminants, alors que le présent essai en constitue l’aboutissement. Enfin, notre essai s’achève en portant un regard réflexif sur nos activités de formation et sur notre expérimentation de la fonction d’agente d’interface dans un milieu d’action publique ainsi que sur des compétences, aptitudes et qualités essentielles à développer et à cultiver pour exercer cette fonction. This essay reports on internship activities carried out as part of the master’s program in Research practices and public action (now called Master in knowledge mobilization and transfer) at the Institut national de la recherche scientifique - Centre Urbanisation Culture Société (INRS UCS). We carried out this internship at the Direction de la Montérégie (DM) du Ministère de la Culture et des Communications (MCC) du Québec. As a “future” interface agent, which is what our Master’s Degree (or 2nd cycle university training program) is designed for, our mandate was, firstly, to make an inventory of Culture and Health initiatives in the Montérégie region, and then to provide one or more answers/explanations to this central question: why do so few Culture and Health projects seem to go through cultural development agreements? Our essay therefore looks back at the stages of our internship, both upstream and downstream: the preparation of the internship, the elaboration and realization of the research project and its main product, a research report intended first and foremost for the DM of the MCC. Appropriately, our essay also looks at the various transfer activities carried out, in both academic and practice settings, and then reflects on the pitfalls and facilitating factors of our academic journey, of which the internship and our research report are certainly the high points. Finally, our essay concludes with a reflective look at our training activities and our experimentation with the function of interface agent in a public action environment, as well as the essential skills, aptitudes, and qualities to be developed and cultivated to perform this function.
