Det har vært en nedgang i antall lokale og regionale lag og foreninger fra omtrent 96 700 i 1997 til 81 100 i 2009. Tro- og livssyn har gått tilbake, mens idrettslag og grendelag og velforeninger har gått fram. Overfø-ringer direkte fra det offentlige utgjør fremdeles bare 16 – 17 prosent av inntektene som i 1997. Den ekstra «frivillighetsmilliarden» som kompensasjon for spilleautomatforbudet har imidlertid endret inntektssammen-setningen i noen organisasjonskategorier. Generelt er imidlertid lokallagene fortsatt bemerkelsesverdig flinke til å skaffe inntekter på egenhånd, enten det er gjennom dugnadsbaserte, inntektsbringende aktiviteter og arrangementer eller gjennom lotterier og innsamlinger. Dette er en viktig årsak til reell vekst i driftskost-nader og betalt sysselsetting.\n\nTre av fire norske husstander gir penger til frivillige organisasjoner i løpet av et år, omtrent like mye som i seks andre, forholdsvis rike land vi sammenligner med. Det imidlertid bare Frankrike som har litt lavere median gavebeløp. I Nederland, Canada og Australia er det dobbelt så stort, i Storbritannia er det tre gang-er så stort, og i USA fire ganger så stort. Det er dessuten stor ulikhet mellom inntektsgruppene. Både fami-liesituasjon, kulturell og sosial kapital bidrar til å forklare dette. Tros- og livssynsorganisasjoner og interna-sjonale organisasjoner appellerer i sterkest grad til de med høy og middels inntekt.
